Where can I choose moderation settings and rules?

You can find the Settings and Rules at the page level, they're not visible when you're inside your overall Dashboard.

From your Dashboard, use the dropdown menu to select any of your pages.

Then click on the Settings or Rules tab to navigate to your moderation settings and rules for this specific page.
